The system of Cohesion Policy implementation in Slovenia has been more or less centralised from the very beginning. On the basis of experiences gained during the implementation of the pre-accession instruments, Slovenia decided to keep the centralised institutional organisation of management and control of Cohesion Policy implementation for the 2004-2006 period. There is one Managing Authority (Ministry of Economic Development and Technology) one Paying Authority (Ministry of Finance) and an independent Financial Control Body (Ministry of Finance, Budget Supervisory Office). The individual ministries are responsible for the implementation of the instruments.
One level in the hierarchy of decision-making and implementation was eliminated when the level of coordination was abolished in 2006 by the Republic of Slovenia. Namely, the function of the intermediate bodies for the European Regional Development Fund and the European Social Fund was transferred to the Managing Authority (the function of the Ministry of Agriculture, Forestry and Food as the intermediate body remained the same). This enabled for the establishment of a direct link between the Managing Authority and the ministries which promotes a more effective and faster work and assures a more active management of structural funds on the level of individual instruments.
In the new financial perspective 2007-2013 the responsibilities and tasks of individual institutions are defined in the Decree on the implementation of procedures for the use of the European Cohesion Policy funds in the Republic of Slovenia in the programming period 2007-2013 (Official Gazette of RS, No 41/07) (available only in Slovene). The Decree also determines the manner of instrument or operation selection and certification and the implementation of operations, i.e. the financial flow from the payment from the national budget to reimbursement from the EU budget into the national budget. Indeed, financial management is based on the ex-ante providing of national funds.
