EU funds for bypass in Črnomelj

Ljubljana, 5 March 2013 – The Ministry of Economic Development and Technology, acting as the Managing Authority for the EU structural funds and the Cohesion Fund, issued a decision awarding EU funds for the construction of the second phase of the Črnomelj bypass. The project, which is worth a little over 8.7 million Euros and was prepared by the Slovenian Roads Agency, will be co-financed by the European Union in the amount of 6.4 million Euros in the framework of the European Regional Development Fund.  

Traffic concentrates into Črnomelj from four regional directions while the city itself faces a lot of urban and suburban traffic. There are a lot of traffic jams in the city centre resulting from increasing traffic (on average there is from 10 thousand to 13 thousand vehicles per day) while the narrow passages through the tight old city centre hinder a normal flow of vehicles. Heavy traffic through the city centre is a source of noise, which will decrease significantly, together with the greenhouse gas emissions; there will be also less vibration, which occurs as a consequence of heavier vehicles, which has a destructive effect on the facilities in the direct proximity of the road.        

The bypass will run alongside the western edge of the urban surfaces of Črnomelj. The bypass will connect the regional road Črmošnjice–Črnomelj with the regional road Črnomelj-Kanižarica. The bypass will disburden the city centre; at the same time the planned residential area Čardak I and II will be connected to the bypass.   

The construction of the first phase of the Črnomelj bypass, which was open to traffic in June 2008, disburdened the city centre mainly of the freight transport towards the industrial area of Črnomelj. The construction of the 1.5 kilometres of the second phase of the Črnomelj bypass will disburden the city of the transit traffic through the old city centre.   

The realisation of the investment means that the transit and freight transport will be directed to the bypass, namely the traffic from Ljubljana through Novo mesto, Suha krajina towards Kanižarica, Vinica and the border crossing point with Croatia. This will improve the transitivity and accessibility in the direction Črmošnjice–Vinica or from Novo mesto and Suha krajina towards Kanižarica in Vinica, which will, among other things, bring greater competitiveness and development of the area.  

In the framework of the construction of the bypass, which is foreseen to be realised by the end of 2015, a bridge in the length of 80 metres over the river Dobličica and a bus station will be constructed, public lighting will be established as well as drainage and the corridor for pedestrians and cyclists
